
REGULATORY COMPLIANCE MONITORING, MAJOR NORTHERN METAL MINING COMPANY
PLEL
is now responsible for all aspects of an air and water quality
monitoring program at large metal mine in Labrador. PLEL conducts
a regular, extensive water quality monitoring program to fulfill
the requirements of the site's license to operate. Monitoring
stations are located strategically throughout the mine operation
and in the receiving environment where physical and chemical parameters
are monitored to meet Federal and Provincial stipulations.
Ambient air quality is monitored regularly or continuously at
stations located in the community and on the site. Equipment includes
on and off-site Hivol samplers for TSP, an offsite Dichot sampler,
an offsite continuous SO2 monitor with internal datalogger, a
meteorological station to record wind speed and direction, and
a Tapered Element Oscillating Microbalance (TEOM) with internal
datalogger. The ambient air monitoring is designed to address
the Newfoundland and Labrador Department of Environment Policy
Directive PPD 98-01. The frequency of sampling coincides with
the National Air Pollutants Survey (NAPS) schedule.
PLEL
developed a comprehensive Sampling and Analysis Plan (SAP) for
air and water specifically for this project. The SAP included
the development of a project-specific Health and Safety Plan (HSP)
and a QA/QC plan which specifies the quantities of field duplicates,
trip blanks, etc. It also included a Water Quality Monitoring
Manual and an Ambient Air Quality Monitoring Manual which provide
Standard Operating Procedures (SOPs) for various work elements.
The work is undertaken from the Pinchin LeBlanc Environmental
Limited office located in Labrador City.
