Remediation of a rural residential property in response to a
furnace oil release.
PLEL
was retained by a law firm to provide a full range of assessment
and remediation services for a residence located in a rural setting.
Petroleum hydrocarbon impacts resulting from a fuel oil release
were encountered in soil inside the site building. Impacts were
initially encountered beneath the building basement floor - half
of which was concrete and half earthen. However, fuel oil impacts
also migrated outside the building footprint to depths of approximately
7 meters below ground surface. Groundwater was not the transport
mechanism but was used to supply potable water to the residence.
The client required expeditious remediation of the site and an
aggressive soil removal program was implemented. This involved
under-pinning the foundation in staggered sections so that soil
removal activities could take place beneath the footing. Eventually,
381 tonnes of impacted soil were removed from the site and closure
was achieved for the client. PLEL developed the Remedial Action
Plan, provided site supervision and directed the work. Closure
reporting included a quantitative risk assessment and the preparation
of a Certificate of Compliance.
