Environmental Management & Impact Assessment

General
PLEL offers a complete range of services related to Environmental Management and Impact Assessment. This includes the preparation of Environmental Protection Plans (EPPs), Environmental Management Programs (EMPs), Compliance Monitoring and Petroleum Facility Management. We also conduct Impact Assessments for projects subject to the various provincial Assessment Acts and in accordance with the Canadian Environmental Assessment Act (CEAA).

Environmental Compliance Monitoring
Our industrial clients include pulp and paper companies, mines, hazardous waste facilities and other large industrial facilities. These operations are subject to rigorous in-house and regulatory standards. Our range of services related to compliance monitoring includes industrial occupational hygiene, industrial air quality, air emissions, surface water quality, groundwater, and effluent discharge quality. Our programs are designed to meet the requirements of various Federal and Provincial regulations.

Our environmental monitoring programs address a wide range of concerns including heavy metals. petroleum compounds, volatile organics, PCBs, PAHs, airborne asbestos, microbiological contaminants, heat stress and noise. We routinely install, operate and maintain a variety of monitoring equipment including Hivols, Dichot samplers, meteorological stations, SO2 stations, Tapered Element Oscillating Microbalances (TEOMs), airborne asbestos samplers, and noise monitors.

Our programs range from relatively short term, project-specific undertakings to long term continuous compliance monitoring for large industrial settings such as hazardous waste facilities and mines. Our programs are designed to ensure compliance with the regulations respecting Control of Biological or Chemical Agents and other pertinent legislation such as the Metal Mining Effluent Regulations. Air monitoring is designed in accordance with Provincially or Federally-prescribed methods or those set by the U.S. National Institute for Occupational Safety and Health (NIOSH).

Environmental Protection and Management Plans
Many of our industrial, commercial or government clients require Environmental Protection and/or Management Plans to address a wide spectrum of issues on large projects. These can be as diverse as the demolition of large structures to the construction of major facilities. PLEL will develop plans to ensure environmental protection, worker safety and impact mitigation. Our Plans are based on a comprehensive understanding of all the issues that may be of concern from an engineering, geoscience, hazardous materials or microbiological perspective.

Petroleum Facility Management
PLEL provides a comprehensive service package related to petroleum storage, handling and distribution. Our combination of engineering, technical and geoscience expertise is particularly well-suited to all of the issues related to Underground Storage Tanks (USTs). We offer services in:

  • Compliance assessment and testing of the UST

  • Cathodic testing and tank protection assessment and upgrades

  • Product removal and disposal

  • Tank removal and disposal

  • Assessment of soil/groundwater contamination potentially associated with the UST and determination of remediation options and costs

  • Site remediation (i.e. soil disposal, or in-situ remedial system installation and operation)

  • Regulatory liaison

For clients with extensive petroleum facilities at numerous locations, we offer comprehensive management programs in which we will collect all pertinent tank construction and installation details, identify upgrade requirements to meet current Petroleum Storage Regulations, provide cost estimates associated with upgrade requirements, and prioritize upgrades based on degree of risk, severity of deviation, and potential liability. We often develop client-specific computer data management systems for such assignments.

Environmental Impact Assessments
PLEL environmental practitioners have managed environmental assessments for large undertakings at both the Provincial and the Federal level throughout Atlantic Canada. The undertakings have varied from projects in the oil and gas sector to marine infrastructure, airport redevelopments and commercial agricultural operations. Between our in-house capacity and our sub-consultants, we address all of the many issues involved in environmental assessment. These include developing a detailed project description, identifying Valued Environmental Components (VECs), investigating the biophysical environment, evaluating socio-economic and cultural heritage issues, assessing impacts, and developing mitigation measures. We will develop Marine Habitat Compensation Plans, if needed, can assist the client in navigating the permitting and approvals process.
